List of HSI engagement in enforcement activities

Mayor Dane White and Councilmembers C. Garcia and J. Garcia continually deflect responsibility with misleading information about who is using the Escondido Firing Range. HSI is part of ICE and, although it may be its official responsibility to work on only criminal cases, like many other agencies including the IRS, ATF, and even the parks service, they have been directed by this administration and are involved in immigration enforcement actions/raids. A short list is below.

We continue to call on these Councilmembers to stop misleading the public.

Here are links to the examples of HSI engaging in immigration enforcement activity.

SAN DIEGO COUNTY

  1. Buona Forchetta raid, South Park (May 30, 2025). HSI agents raided two locations of the restaurant at the same time, and HSI confirmed that officers used flash-bang devices on the crowd that gathered. https://www.sandiegoville.com/2025/05/federal-immigration-agents-raid-buona.html
  2. Linda Vista apartment complex (July 2, 2025). HSI San Diego carried out an immigration arrest. Three U.S. citizens who were watching were also arrested and charged with assaulting federal officers. Of the four cases that resulted, two were later dismissed. https://www.nbcsandiego.com/news/local/ice-operation-linda-vista-apartment-complex/3861238/

  1. Oceanside apartment raid. HSI agents executed an arrest warrant. Both parents were detained, and two teenagers were briefly handcuffed. A neighbor alleges that agents set off flash-bangs inside the home and broke a window (allegation). https://www.cbs8.com/article/news/local/federal-immigration-operation-oceanside-captured-on-video/509-405881d1-9896-45b9-b4e0-927ba75d58c6

THE ESCONDIDO RANGE AND MINNEAPOLIS

  1. Deployment of range users. Records obtained through a Public Records Act request show that agents using Escondido’s range were deployed to Los Angeles in June 2025 and to Minneapolis in January 2026. https://www.nbcsandiego.com/news/local/protesters-again-push-escondido-cancel-ice-contract-use-firing-range/4078351/

  1. HSI’s role in the Minneapolis surge. About 600 HSI agents were sent to Minneapolis. Court filings show that HSI agents went undercover in community meetings and private group chats, and used administrative subpoenas, which require no judge’s approval, to obtain financial records of labor unions and nonprofits. https://www.nbcnews.com/news/us-news/homeland-security-surging-agents-minneapolis-rcna252431

  1. St. Paul home raid (November 2025). A family alleges that HSI agents entered their home without a warrant and held children and a pregnant woman for five hours. St. Paul’s mayor publicly criticized the agents for arriving unannounced. https://www.startribune.com/conflicting-accounts-emerge-after-st-paul-ice-raid/601533942

NATIONAL

  1. Ruben Ray Martinez, South Padre Island, TX (March 15, 2025). An HSI agent shot and killed Martinez, a 23-year-old U.S. citizen. The agent’s involvement was not publicly disclosed for 11 months, and video released by the state casts doubt on the official account. https://www.cnn.com/2026/02/20/us/texas-ruben-ray-martinez-shooting

  1. Gabriel Hurtado-Cariaco, Bellevue, NE (June 2025). HSI arrested a Venezuelan asylum seeker with work authorization, and he was accused of trying to choke an agent to death. Bystander video instead showed agents choking him. The attempted murder charge was dropped, and a federal judge called the law enforcement reports “embellished” and “troubling.”https://nebraskapublicmedia.org/en/news/news-articles/a-venezuelan-man-was-accused-of-attempting-to-choke-an-ice-officer-to-death-in-bellevue-bystander-video-tells-a-different-story/
  2. Rümeysa Öztürk, Somerville, MA (March 25, 2025). An HSI Boston official testified that supervisors directed him to prioritize arresting this Tufts PhD student after her visa was revoked over an op-ed she co-wrote. Masked, plainclothes agents detained her on the street, and she was held for six weeks before a federal judge ordered her release. https://www.bostonglobe.com/2025/07/15/metro/boston-ice-ozturk-arrest-court-testimony/
  3. Hyundai battery plant, Ellabell, GA (September 4, 2025). This was described as the largest single-site operation in HSI’s history. 475 workers were detained, although the search warrant named only four people. Workers allege they were shackled, denied interpreters, and made to sign documents they could not read. https://www.cnn.com/2026/09/15/us/hyundai-plant-ice-raid-workers-file-claim-hnk-dst
  4. Los Angeles (June 2025). Masked agents wearing HSI vests were seen taking people into custody at a Home Depot in the Westlake District. https://www.yahoo.com/news/federal-agents-raid-home-depot-172131228.html
