On August 5, 2026, the City Council will hear the community appeal against the Hamilton Lane project approved by the Planning Commission. Item #9
The project was been appealed on grounds that there is not sufficient analysis and characterization of the site and impacts from and to the Chatham Barrel Yard site and construction.
An expert reviewed the project and had outlined many concerns and data gaps related to it. Expert Report from Snyder Geologic
Escondido Neighbors United commented that the appeal should be supported and the project denied because of lack of information and mitigations which are required due to its proximity to the Chatham Barrel Yard site. The Chatham site is a complicated site which has been subject to massive amounts of contamination. It has been under remedial activity and oversight for over 30 years and has yet to reach the designated cleanup levels. The City Council must have current and robust data before a determination can be made to find this Hamilton Site would have no impact on the Chatham contamination, and that it is appropriate for housing development. As of now, that information is not available. This is a project with many data gaps and lack of information and mitigation sufficient to protect the health of the residents, the integrity of the groundwater site, and the interests of the city.
Since the staff is recommending a resolution that denies the appeal, please OPPOSE staff recommendation and urge the Council to Support the Appeal to deny the project as currently proposed.
